According to the central government's unified deployment for inspection work, the mobilization meeting for the 14th Central Inspection Team's inspection of the Party Leadership Group of China Minmetals Corporation was held on the morning of March 26, 2019. Prior to the meeting, Liu Yanping, head of the 14th Central Inspection Team, chaired a preliminary meeting with Tang Fuping, Secretary of the Party Leadership Group and Chairman of China Minmetals Corporation, as well as Guo Wenqing, Deputy Secretary of the Party Leadership Group and General Manager, during which they discussed and conveyed the important remarks made by General Secretary Xi Jinping on inspection work, and briefed attendees on relevant organizational arrangements. At the meeting, Liu Yanping delivered a mobilization speech, outlining key requirements for effectively carrying out the inspection mission. Tang Fuping presided over the meeting and subsequently made a statement expressing the company’s commitment to fully cooperate with the inspection process.
Attendees at the meeting included deputy heads of the 14th Central Inspection Team along with relevant officials, representatives from the Central Inspection Office, and members of the leadership team of China Minmetals Corporation. Also in attendance were senior colleagues who stepped down from leadership roles over the past three years, non-leadership executives of the company, members of the leadership teams from MCC Group and China Metallurgical Group, leaders of various departments and directly affiliated institutions within the company headquarters, heads of Party Committee inspection teams, full-time directors and supervisors assigned to subsidiaries, as well as key management personnel at or above the middle level across all directly managed enterprises. Additionally, senior officials holding principal positions or higher in departments of the MCC Group and China Metallurgical Group headquarters, along with top executives from each directly managed enterprise, joined the meeting either at the main venue or via video conference at their respective sub-venues.
Liu Yanping pointed out that state-owned enterprises are a vital material and political foundation of socialism with Chinese characteristics, serving as key pillars and reliable forces for our Party in governing and revitalizing the country. The Central Committee of the Communist Party of China, with Comrade Xi Jinping at its core, attaches great importance to the reform and development of state-owned enterprises, having made a series of major strategic decisions and deployments aimed at deepening state-sector reforms. Moreover, it has set clear expectations for strengthening and improving Party building within state-owned enterprises under the new circumstances. Conducting inspections of centrally-managed enterprises is a crucial step to uphold the Party's comprehensive leadership over state-owned firms, ensure the "two safeguards," drive forward deeper reforms of these enterprises, and foster high-quality development. It also plays a pivotal role in advancing the Party’s strict self-governance within state-owned enterprises, ensuring both principal and supervisory responsibilities are effectively fulfilled. The Party Leadership Group of China Minmetals Corporation Ltd., along with all levels of its leading cadres, must elevate their political awareness, firmly establish a sense of politics,大局意识 (overall situation), core consciousness, and alignment consciousness. They need to deeply understand the significant implications of conducting inspections on centrally-managed enterprises, align their thoughts and actions closely with the Central Committee’s decisions and plans, strengthen their political accountability and commitment, proactively embrace oversight, and actively support and cooperate with the Central Inspection Team—working together to successfully complete the inspection tasks entrusted by the Party Central Committee.
Liu Yanping pointed out that inspection tours are fundamentally a form of political oversight—comprehensive checks and supervision aimed at evaluating how Party organizations and leading officials in centrally-managed enterprises fulfill their duties and responsibilities. The Central Inspection Teams will remain firmly guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implementing the spirit of the 19th National Congress of the Communist Party of China as well as the decisions made at the Second and Third Plenary Sessions of the 19th Central Committee. They will also carry out the tasks outlined at the Third Plenary Session of the 19th Central Commission for Discipline Inspection, adhering to the overarching principle of pursuing progress while maintaining stability. Focusing on the central mission and serving the broader national agenda, the teams will resolutely uphold the central government’s guiding principles for inspection work, making "upholding the Two Upholds" their core objective. Guided by the six key areas and one enhancement framework of political inspections, along with the "Five Continuities," they will emphasize political development, tailor their approach to the unique characteristics and operational dynamics of centrally-managed enterprises, and zero in on the political accountability of enterprise Party leadership groups. Key areas of focus include strengthening the CPC's overall leadership over these enterprises, examining how Party groups implement the Party’s guidelines, policies, and major central directives, and firmly tackling formalism and bureaucratic practices. Additionally, the teams will assess how Party groups advance comprehensive and strict governance within the Party, scrutinizing their fulfillment of the "two main responsibilities." They will also evaluate how Party groups uphold the Party’s organizational principles for the new era, ensuring robust implementation of Party-building initiatives, reinforcing organizational structures, and enhancing personnel management practices. Finally, the teams will closely monitor the accountability and oversight mechanisms related to rectification efforts, conducting thorough investigations into recurring issues to inform efforts aimed at refining institutional frameworks, deepening reform, and ultimately leveraging inspection tours as a strategic tool for addressing both symptoms and root causes.
Tang Fuping stated that the Central Committee's decision to send the 14th Inspection Team to China Minmetals for this round of inspection marks the second such visit to the company since the central inspection conducted in March 2015. This latest inspection not only serves as a crucial test of the outcomes from China Minmetals' rectification efforts following the 18th Central Inspection, but also represents a comprehensive political "health check" on how well the company is implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the Communist Party of China. This underscores the high level of attention, care, and support that the CPC Central Committee, with Comrade Xi Jinping at its core, continues to show toward China Minmetals. In response, the Party Leadership Group of China Minmetals firmly supports and complies with the decisions of the Central Committee, rigorously executing the deployment requirements of the central inspection. With a strong sense of responsibility and an earnest, meticulous attitude, the group voluntarily welcomes oversight and wholeheartedly backs and cooperates with the inspection team to ensure the smooth progress of their work.
Tang Fuping emphasized that the Party Leadership Group of China Minmetals and party organizations at all levels must earnestly study the important speeches by General Secretary Xi Jinping on inspection work, and thoroughly implement the specific requirements aimed at promoting high-quality development of inspection work in the new era. First, we must elevate our political awareness, deeply understand the significant importance of inspection work, and take this central inspection as an opportunity to further strengthen Party leadership, reinforce Party building, and advance the comprehensive and strict governance of the Party in greater depth. Second, we must meticulously organize and carry out the inspection process, strictly adhering to all relevant discipline rules and operational guidelines, and fully cooperating with the inspection team in their work. Finally, we should humbly and sincerely accept the issues raised by the central inspection team, vigorously address and implement corrective measures—ensuring thorough identification, clear breakdown of responsibilities, rigorous investigation and accountability, thoughtful reflection, and effective transformation—thereby driving comprehensive progress to a higher level.
It is reported that the Central Inspection Team will work at China Minmetals Corporation for two and a half months. During the inspection period, a dedicated hotline will be available: 010-62660025; and a special postal mailbox has been set up: Box A08302, Beijing Post Office, Postal Code 100083.
