Nanchang Cemented Carbide Co., Ltd. Entrustment Nanchang Aviation University Energy Conservation and Environmental Protection Service Co., Ltd. To prepare its《 1000-Ton High-Performance Cemented Carbide Bar Production Line Upgrade and Capacity Expansion Project Ring Environmental Impact Assessment Report. In accordance with regulatory requirements such as the "Provisional Measures for Public Participation in Environmental Impact Assessments," we hereby announce the public participation details for this project as follows:

I. Project Name and Overview

1. Project Name: 1,000-ton high-performance cemented carbide bar production line upgrades and capacity expansion

2. Project Type: Technology Upgrade

3. Construction Location: Shuanggang East Avenue, Nanchang Economic Development Zone Number 1173

4. Project Investment: 74.487 million yuan

5. Project Overview: Total project investment 74.487 million yuan will be allocated to renovate and repurpose existing factory facilities (with a total floor area of 35,500 square meters). This includes upgrading the current fine tungsten carbide powder workshop, RTP workshop, general alloy workshop, new alloy workshop, advanced processing workshop, hydrogen-oxygen station, and related ancillary buildings with partial civil engineering work. Additionally, approximately 61 key process equipment units—such as 300L ball mills and fully automatic presses—will be purchased to modernize and enhance the production processes for existing products. Upon completion, the project is expected to add 1,200 tons per year of new tungsten powder capacity, bringing the plant’s total annual tungsten powder production capacity to 5,200 tons. Furthermore, it will introduce an additional 150 tons per year of high-performance cemented carbide capacity, increasing the plant’s overall hard alloy production capacity to 1,000 tons annually.

IV. Procedures and Key Activities for Environmental Impact Assessment

1. Work Procedure:

(1) Preparation Phase: Review relevant documents, conduct preliminary engineering analysis and an environmental baseline survey, identify key areas for assessment, determine the level of effort required for each individual environmental impact assessment, and develop a detailed implementation plan for the evaluation work.

(2) Formal Work Phase: Conducting environmental baseline surveys and gathering foundational data for the project, followed by environmental impact prediction and assessment of potential impacts.

(3) Report Preparation Phase: Compile and analyze the various materials and data obtained during the second phase of work, draw conclusions, and finalize the preparation of the Environmental Impact Assessment Report.

2. Main job responsibilities:

(1) Conduct a current environmental survey and assessment of the project area, identify regional environmental impact sources, and clarify the key environmental issues associated with existing projects through the current assessment.

(2) Through project engineering analysis, clearly identify the emission strengths of each major pollutant source and propose corresponding measures to mitigate pollution impacts.

(3) Conduct predictive analysis and assessment of the pollution impacts of the proposed project;

(4) Conduct a feasibility analysis and justification for the project site selection;

(5) Conduct an economic analysis of the environmental impact's costs and benefits;

(6) Propose an environmental management and monitoring plan.

V. Key Issues for Public Consultation

(1) The public is asked to provide accurate personal information, including: name, occupation, educational background, home address, and contact phone number;

(2) Based on the information you have, assess the nature and extent of the potential harm or impact of the project on environmental quality.
