Recently, the 14th Central Inspection Team delivered its inspection feedback to the Party Leadership Group of China Minmetals Corporation (hereafter referred to as China Minmetals). Yang Xiaochao, a member of the Leading Group for Central Inspection Work, presided over the feedback meeting with Tang Fuping, Secretary of the China Minmetals Party Leadership Group, and attended the session where the inspection findings were communicated to the entire leadership team. During the meeting, Yang emphasized the importance of implementing the key directives from General Secretary Xi Jinping on inspection work. Liu Yanping, head of the 14th Central Inspection Team, then presented the team’s comprehensive assessment—both to Tang Fuping and to the broader leadership team of China Minmetals—in separate sessions. Tang Fuping subsequently chaired the feedback meeting for the leadership team and pledged to take decisive action in addressing the issues identified during the inspection.
Following the unified deployment of the Party Central Committee, from March to June 2019, the 14th Central Inspection Team conducted a routine inspection of the Party Leadership Group of China Minmetals Corporation. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the inspection team thoroughly implemented the spirit of the 19th National Congress of the Communist Party of China, upheld the general tone of steady progress while seeking innovation, firmly adhered to the political positioning of inspection work, and resolutely carried out the guiding principles of inspection. The team made "safeguarding the two paramount interests" its core mission, closely focusing on the political responsibilities of the inspected organizations, strengthening political oversight, and conducting targeted checks on the implementation of major decisions and deployments from the Party Central Committee, as well as the fulfillment of the main and supervisory responsibilities for comprehensively enforcing strict Party governance, party building duties, and rectification commitments. This effort aimed to address both common challenges and deep-rooted issues hindering the reform and development of state-owned enterprises. Through methods such as individual interviews and handling letters and visits, the team gained a comprehensive understanding of the situation, successfully completing its inspection tasks. The Central Leading Group for Inspection Work then listened to the inspection team’s report on the findings and reported the relevant details to the Standing Committee of the Political Bureau of the Central Committee.
Liu Yanping, during his feedback session, pointed out that the Party Leadership Group of China Minmetals has consistently adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guiding principle, strengthening Party building and advancing comprehensive efforts to enforce strict governance within the Party. As a result, the company has demonstrated positive momentum in its development. However, the inspection also identified several issues, primarily: - Insufficient depth in studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, as well as the spirit of the 19th National Congress of the Communist Party of China; - Inadequate alignment with and effective implementation of major decisions and deployments made by the CPC Central Committee; - Lack of clear focus on core responsibilities and business priorities; - Limited progress in deepening state-owned enterprise reform; - Need to enhance innovation capabilities; - Shortcomings in pursuing high-quality development. Additionally, there were lapses in fully implementing the strategic plan for comprehensively enforcing strict Party governance. The "two main responsibilities" assigned to Party organizations have not yet been robustly fulfilled, and instances of violations against the eight central regulations continue to surface. Moreover, problems such as formalism and bureaucratic practices persist, while processes like bidding and procurement remain less than fully standardized. Furthermore, the accountability system for Party building has not been effectively put into practice, with some grassroots Party organizations still lacking proper structure. Weaknesses also exist in talent development and team-building efforts, and daily management of cadres remains insufficiently rigorous. Lastly, the inspection team received leads regarding alleged misconduct among certain leading officials, which have already been forwarded to relevant authorities—including the Central Commission for Discipline Inspection and the National Supervisory Commission, as well as the Central Organization Department—for investigation and handling according to established procedures.
Liu Yanping proposed five key recommendations for improvement: 1. Deeply study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the Communist Party of China, strengthening the "four consciousnesses," firmly upholding the "four self-confidences," and ensuring "two safeguards." Actively carry out the thematic education campaign focused on "staying true to our original aspiration and keeping our mission firmly in mind," and earnestly fulfill the strategic responsibilities of central enterprises. 2. Fully implement the major decisions and deployments of the CPC Central Committee, and further deepen the pilot reforms of state-owned investment companies. 3. Earnestly assume political responsibility for governing the Party, reinforcing the sense of primary responsibility and the accountability of "dual responsibilities for one post." Effectively cascade pressure down all levels, strengthen supervision, enforce discipline rigorously, and resolutely address any violations or disciplinary breaches. 4. Solidify the "roots" and "soul" of Party building in state-owned enterprises, actively tackling issues of formalism and bureaucracy through the thematic education campaign. At the same time, promote standardized construction of grassroots Party organizations. 5. Firmly uphold the main responsibility for rectification, integrating the findings from this round of inspections with unresolved issues from the previous inspection. Use these rectifications as a driving force for sustained development and progress.
Yang Xiaochao issued clear directives on strengthening inspection and rectification efforts, emphasizing that we must take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guiding principle for action and earnestly fulfill the responsibilities and missions entrusted by the Party and the state. He stressed the need to reinforce political accountability, deepen the comprehensive implementation of strict Party governance within centrally managed enterprises, and consolidate the overwhelming victory in the fight against corruption. Additionally, he underscored the importance of bolstering follow-through on corrective measures and effectively leveraging the outcomes achieved—ensuring that the "second half" of the process is executed thoroughly and efficiently. The Party Leadership Group of China Minmetals must approach this rectification work from the political perspective of strengthening the "four consciousnesses," firmly upholding the "four confidences," and resolutely safeguarding the "two safeguards." They should integrate inspection-based reforms with the ongoing thematic education campaign focused on "staying true to our original aspiration and keeping our mission firmly in mind," align them with enhanced daily oversight, and link them to broader efforts aimed at deepening reform. It’s crucial to maintain a unified approach that combines ideological and practical improvements, as well as problem-oriented strategies with clear, goal-driven guidance. The leadership team must take full responsibility for driving these reforms forward, starting with themselves and setting an example for others. The Party Secretary, as the primary leader responsible for the entire process, must assume direct accountability, ensuring that all other members of the leadership team actively shoulder their respective roles in addressing issues within their areas of oversight. Together, they must tackle both unresolved problems from previous inspections and newly identified challenges, preventing the common issue of "new officials ignoring old debts." Above all, the principles of truthfulness and pragmatism must be upheld—avoiding excessive or unrealistic demands, refraining from substituting accountability with mere blame-shifting, and absolutely refusing to let lower-level entities sidestep their own responsibilities by simply delegating tasks upward. Meanwhile, disciplinary inspection and supervision agencies, along with organizational departments, should intensify routine oversight of the rectification process, making effective use of accountability mechanisms to hold those accountable who engage in deception, negligence, or superficial compliance. By adopting a proactive, holistic approach, they can identify root causes, refine internal governance systems, enhance management frameworks, and continuously boost organizational vitality and core competitiveness—ultimately paving the way for high-quality enterprise development.
Tang Fuping stated that the issues identified by the 14th Central Inspection Team hit the nail on the head, and the proposed corrective measures are highly instructive, targeted, and practical. The Party Leadership Group of China Minmetals firmly supports, sincerely accepts, and fully acknowledges these findings. Building on the immediate actions already taken, the group is committed to elevating its political awareness, accelerating its proactive response, upholding even stricter standards, and delivering superior outcomes in addressing the remaining challenges—effectively "finishing the job" from here onward and presenting a satisfactory report to the Central Committee of the Communist Party of China. China Minmetals’ Party Leadership Group will leverage this opportunity as a fresh starting point, capitalizing on the momentum generated by the inspection feedback to fully harness the strategic role of inspections in addressing both symptoms and root causes. By firmly adhering to the overarching principles of "staying true to our original aspiration, shouldering our mission, identifying gaps, and ensuring concrete implementation," the group will seamlessly integrate inspection-based reforms with those stemming from the ongoing thematic education campaign, driving simultaneous advancements in the Party’s governance and the company’s high-quality development. First, it is essential to raise political awareness and strengthen both ideological and practical commitment to the inspection-driven reforms. Second, rigorous organizational planning and execution must be ensured to guarantee tangible results from the corrective efforts. Third, intensified oversight is needed to ensure that all reform measures are effectively implemented and sustained. Finally, the valuable insights gained from this inspection must be leveraged to steadfastly deepen the comprehensive approach to strict Party self-governance.
Attending the meeting were the deputy head of the 14th Central Inspection Team along with relevant officials, representatives from the Office of the Central Leading Group for Inspection Work, the Central Guidance Group for the "Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind" thematic education campaign, officials from relevant supervision and inspection departments of the Central Commission for Discipline Inspection and the National Supervisory Commission, as well as responsible officials from relevant bureaus of the Central Organization Department. Also in attendance were members of the Party Leadership Group of China Minmetals Corporation.
